There's no denying the chance has been changed since the beginning few weeks (and you mentioned nothing about it, not very nice Trion). Admittedly it probably was a little too high at first, as I managed to get 4 BiS lessers in about 2 weeks. Many others experienced the same.
But now it's on the other side of the spectrum, far too low drop chance. If you do 3-6 RR per day, you probably won't see a lesser in a whole week, and when you do it's probably not going to be the one you want.
I think if anything it's stopping people from actually partaking, because most people are close to BiS now already (some sort of Crit Power), and they can't be bothered to invest in any more lures as the reward in return is terrible.
I have a bunch of IRC's to spend, and the only viable thing to spend it on would be RR's, but there is no incentive to do them anymore. You're also punishing late comers to the show, as older players already have their shiny CP lessers already.
Let's not forget that RR's have a chance to drop greaters as well, so shouldn't this be the rares? Not the lessers? Seeing a greater since the drop rate change is also almost impossible now, more or less a useless addition to the game.
